SFA 2003

There is mounting pressure on the natural environment in Saint Lucia, particularly on the land resource base caused by agricultural expansion, industrial, housing and hotel development, all driven by a consistent increase in the country’s population and migration trends. The effect of land degradation has been reflected in the apparent progressive dwindling, over the last decade, of the island’s water resources.

Under the provisions of the Special Framework of Assistance (SFA-2003), the European Commission granted EUR 8.0 million to the Government of Saint Lucia to implement the programme: ‘Economic and Agricultural Diversification, and Poverty Reduction through Integrated Resource Management’ (INRMP).

One of the main components of implementing the INRMP is an Environmental Management Fund (EMF) with a budget of EUR 4.0 million (EC $14 million). The EMF is managed by a grant contract awarded to the Banana Industry Trust in January 2007 for a period of three years and is designed to support larger environment-related initiatives, particularly those that support rural communities.
